As part of the cooperation for organizing the ConvEx-3 (2025) exercise, a technical meeting took place between the Romanian delegation, consisting of representatives from CNCAN and the Ministry of Internal Affairs (MAI), and representatives from the IAEA. The meeting was held in May 2024, at the IAEA headquarters in Vienna.
The main purpose of the meeting was to develop the initial planning document (Scope, Objectives, and Constraints – SOC) for the ConvEx-3 (2025) exercise, which defines the conditions for initiating the exercise, the participation levels of member states and international organizations, the general objectives and evaluation points, the technical data necessary for simulating the technical scenario, as well as the participants and observers involved in the exercise.
During the meeting, details were discussed and established regarding the coordination and integration of national institutions, emergency services, the CNE Cernavodă nuclear facility, and international partners, as well as the planning and allocation of resources required for the exercise. An important aspect of the meeting was the development of the public communication strategy, which includes communication before, during, and after the exercise, with the aim of managing public expectations and minimizing the risks of panic or misinformation.
Additionally, mechanisms for collecting feedback from all involved parties were established to continuously improve the preparation and organization of the exercise. Following the discussions, the next steps were set, including the detailing of coordination protocols and the implementation of an efficient public communication system throughout the duration of the exercise.
This meeting was a crucial step in strengthening international coordination and ensuring the success of the ConvEx-3 (2025) exercise.
